Help building Straddle using time to place orders

Hi All Does anyone know how to code a strategy that every morning at – lets say – 7:59:58 am (london open) two pending stop orders are placed 5 pips away from the current price? Would need a trailing stop of 5 pips too? Thanks for your Time OT
